There is actually some equipment moving dirt around this morning on the plot that is on the same side as Ross as the KPMG building. Not a ton of activity, but some after months of nothing.

Wow, if that is the height of the tower that is very nice!
At 520 feet tall that would make an impressive impact on the skyline! Museum Tower is 560 feet and Hall's tower would be getting very close to that.
Downtown will be receiving some skyscraper height buildings what with Hall Arts Hotel & Residences, the AMLI Fountain Place, and 2121 Flora Street. There are others that could happen but those three are a nice start to getting some relatively impressive height added to Downtown Dallas.

This is a 25 story tower? Still, a fairly significant addition to the skyline along with the other two mentioned although I think AMLI will be the most striking and significant change since Museum Tower.

The stories can have varying heights. The penthouses could have 20 ft. ceilings for instance.

In the description, it says a mixed-use project with an 8-level podium and a 26-level condominium tower. So, wouldn't that be 32 floors total ? Makes more sense for 440 feet

That is an odd (perhaps outdated) description. Keep in mind that FAA filings often state a height taller than the actual plans.

I believe the "8-story podium" is off to the side and not contributing to the overall height of the tower

Bleu Ciel - 32 stories 375 feet
Using those average floor heights would put the Hall Arts residences in the 293 - 333 foot range. Mr. Hall may be planning higher ceilings than those two projects, but it seems unlikely his ceilings will be 33-50% higher.

Also, there is no podium but the penthouse is enormous and looks like it could almost be three or four floors so that would add to the overall height.

Slab to slab appears to be 12.5', including the future-proofing space with remaining 11' floor to ceilings for floors 3-25.
Lets take 25 floors, subtract 1 for no 13th floor. Then subtract the lobby and 2nd floor amenities areas.
22 stories x 12.5'.
Let's be generous and say the 2nd floor is also 12.5' with super fun future-proofing.
Being generous again, let's say the lobby is a sweet 20' tall. Ok, sounds fun, too.
Now for that 2nd floor of the penthouse, which lets-out to the roof however is inhabitable - let's call that 12.5', generous again.
Then the additional embellishments that rise well above the 2FLR PH, let's just call it nice 25'.
So, somewhat roughly you have. . .
345 FT to structural/ornamental top (275+12.5+20+12.5+25)
320 FT to roof of highest inhabitable space (-25)
307.5 to rooftop terrace (-12.5)

According to them it will be 28 floors and that seems to be with tall floor plates with that raised floor system. Looks like it will be about double the height of KPMG.

Emporis has it at 440 ft. (which was the FAA filing so may slightly overstate) vs 289 for KPMG. Based on CTroyMathis' helpful calculations upthread, I'm still not how they get to 440 feet. I suspect they got FAA clearance for more than they actually need.

I believe they are working on the 2nd floor now. It should start to go up faster. That first floor is always the slowest.
