Cowboys owner Jerry Jones makes a property play south of Dallas
The Jones family’s Blue Star Land has bought land in Waxahachie for a major mixed-use development.

The Jones family’s Blue Star Land has quietly purchased more than 120 acres on Interstate 35E in Waxahachie. Blue Star and Dallas developer Lincoln Property — the same team that built the Dallas Cowboys’ $1.5 billion Star in Frisco project — are planning to build on the high-traffic Ellis County corner.

Real estate broker Rex Glendenning, who handled the Blue Star property buys, said the land was purchased for “a mixed-use project consisting of urban residential, industrial and e-commerce, as well as some retail and commercial.

They're calling it a mixed used development, but it seems to mostly be a warehouse farm surrounded by a thin veil of retail and apartments. No doubt, it's definitely to take advantage of the I-35E widening/improvements.

None the less, it's still nice to see that Waxahachie could get some new-to-market retail and restaurants soon. With all of the growth taking place down there (and the growth that's expected), it was only a matter of time.

It looks like 2,800 acre Emory Lakes finally has the green light to proceed. It seems to have been reduced in scope slightly, now just 9K new homes instead of 10K.

Tom Thumb is working with a Fort Worth-based developer to build a store in Waxahachie, a fast-growing city 30 miles south of Dallas that has been an H-E-B stronghold for about 20 years.

A new 60,000-square-foot Tom Thumb on the north side of town would be the grocer’s first store in Ellis County.

The move by Tom Thumb, which is owned by Albertsons, could be viewed as a tit for tat move as H-E-B has started its expansion into Dallas-Fort Worth’s more densely populated and growing areas where Tom Thumb operates 60 supermarkets. So far, H-E-B has opened stores in Frisco and Plano. Two more will open later this year in McKinney and Allen. The popular San Antonio-based grocer has also announced that it will build stores in Mansfield and Alliance in Tarrant County.

H-E-B has operated in Waxahachie since 1993 and in its current location since 1998, the same year Kroger left Waxahachie. The existing H-E-B store has been expanded in the past, and H-E-B has said it plans to expand it again as soon as adjacent space is vacated. Waxahachie’s H-E-B has been a destination for people living in Dallas County.

Developers for the Haven Ranch subdivision addressed the Waxahachie City Council and Planning and Zoning Commission during a joint work session Dec. 7. The proposed development would be located off Hunter Pass on the south side of Lake Waxahachie.

The property’s 1,200 acres is in the city’s extraterritorial jurisdiction. The development would consist of 2,800 residential lots with three different lot types. There would be a six-lane divided boulevard going through the development. The project includes two elementary school sites and a neighborhood commercial retail site. A wastewater treatment plant or a lift station/force main would be constructed to serve the development.

The subdivision would feature a 200-acre regional park, Haven Park, which would later become a city park. The park’s amenities include a fishing dock, mountain bike trail, pedestrian trail, playgrounds, bird watching stations, and pavilions. The subdivision would also have two amenity centers along with neighborhood parks.

Developer Bobby Samuel of Green Brick Partners addressed the council and commission members.

“We are initially putting in the neighborhoods throughout this (development) that are anchored by a 200-acre regional park on the north end,” Samuel said. “That is a natural area that we wanted to keep intact, but program that into a pretty extensive open space area that can be used by anyone, and that would be developer funded.”

A similar subdivision for this location was proposed in 2007 for 3,300 residential lots that saw a developer agreement with the city. However, the developer did not follow through and that agreement is considered defunct due to milestones not being met.

Under the current proposal, Haven Ranch would be constructed in 10 phases, with the developers wanting the city to annex the different phases over time.

H-E-B has plans to renovate and expand its H-E-B store in Waxahachie, starting in early 2023. The renovations will grow the store’s footprint to 127,000 square feet, and with the additional space and broader assortment of products, the location will become an H-E-B plus! store. After renovations are complete, the store will feature new and upgraded departments, a larger product assortment, a 2-lane Pharmacy Drive Thru, an expanded Curbside area with more dedicated parking, and nearly 50 additional parking spaces for in-store shoppers. Most existing departments will be expanded, and the store will get new signage and upgraded façade and entryway. As part of the renovation, new amenities will include:

    True Texas BBQ restaurant with outdoor seating
    Sushi Kiosk featuring sushi selections made in-store daily and Sushiya Grill offerings
    Cooking Connections offering cooking demonstrations
    Blooms Market floral department, offering online ordering and delivery service
    Home by H-E-B featuring home accessories, furniture, and more
    Charcoal & Grilling featuring outdoor cooking essentials
    Apparel section

Some upgrades to existing areas include:

    Additional checkout lanes, ample self-checkout options
    Larger Bakery department with a wide selection of artisan breads, large varieties of desserts, pastries, and cakes
    Full-service seafood counter with bigger service case and fresh seafood seven day a week
    Expanded Meat Market Department with full-service counter.
    Healthy living department with bulk food items, supplements and nut grinding station
    As the #1 beer and wine retailer in Texas, the store will have an expanded craft beer and wine section with a sampling station
    Beauty department with a wide selection of cosmetics and other beauty item
    Texas backyard with outdoor essentials
    Fuel station with upgraded look

The store will remain open during the renovations, which are expected to be complete in 2024.
