Developers building Plano's $3 billion Legacy West project say it has happened in less the half the time of their most optimistic projections.

"When we started, our aggressive forecast was six years, moderate was seven and the conservative was nine or ten years to build it," said Steve Van Amburgh, CEO of developer KDC, one of the partners in the 255-acre project.

"We have 11 acres left in less than 2.5 years."

An amazing build out, but let's compare to Uptown/Downtown. We are looking at roughly 1000 apartments with the nearest grocery store 3.5 miles away. It's a large office park with some restaurant skewed shopping. With all of the land in the hands of a few developers, every project will be tightly controlled and corporate approved. Nothing original will happen here-- no Katy Trail Ice House, Pecan Lodge or Nasher Sculpture Center will spring up. Just transplants of proven upscale concepts from elsewhere. It will be a nice place to live/work/play, but mostly to work, without any of the authentic street life or cultural amenities of Uptown/Downtown.

If I had to pick between working for Goldman Downtown and JP Morgan at Legacy, and I didn't have school age kids, Goldman wins hands down.

Given how terrible the traffic is in the area now, it's going to be non-functional within 18 months of now. It's the worst traffic in all of DFW between 4:45 and 5:45.

When you consider how bad it is now and then try to project the inclusion of at least 20,000 new jobs in the next 18 months plus the added residents, retail, restaurants and new hotels opening up you can see where it is going and going very quick. This is not even taking the new developments in Frisco into account. It will probably be a bit like the mixmaster is now.

You may perceive traffic to be bad in this area, but it's not near the tops of the list and even if it is for two hours a day, there's 22 other hours when it's pretty empty.

US75 and 190 is the only congested section in Collin County to make the top 100 in TX worst even given TXDoT's questionable methodology. Congestion in this area is nowhere near curtailing its growth.

LEgacy West isn't even open yet. Frisco Station isn't open yet, Wade Park isn't open yet.

So when they open it will be #95 on the list. That's not going to curtail development. The rail line is still on the list for 2040, and the congestion study just completed (which took all those into account) basically said that the roadways, minus a few minor upgrades, are fine.

Traffic issues will get worse but will probably not curtail development, the perceived (true or not) decline in available workforce could potentially have an impact.

There is no way that interchange doesn't get far busier in the next 5 years. There is simply no nexus of office, retail and residential being built like this probably anywhere in the country in such concentration and at this pace. We aren't even mentioning the number of rooftops going up in the near vicinity that will likely have to use this interchange simply to get around the area. There is simply no way you can build like this without an eventual traffic consequence.

Before we get to five years Legacy area will add 30,000 new jobs and that is just the number today, not accounting for what is being added further north in Frisco or what has not been announced yet. Things will definitely change sooner than later. Toyota is close to being open, when they do 5000 jobs will move into Legacy West, and yes they will vacate some of their existing space in the area but I doubt that space will stay vacant for long. Too much demand up there.

I actually like the idea of local businesses getting into the act and taking some responsibility for pulling the partnership together. They know what they need and can make it happen a lot faster than waiting for bureaucrats down in Dallas to do anything. Let them try and see what they come up with.

Nothing out of the ordinary here. Private buses run the Richardson Telecom Corridor circulator, picking people up at DART stations and taking them to offices. Private bus systems also complete the loop in places like Seattle, San Francisco, and DC.

Seems like there is a hole in the center of many transit systems, and that city design, when it comes to central business districts at least, leaves a lot to be desired.

This one actually seems better than most, as the restaurants are included in the circulator, which is not really true in Richardson.

DART is now bidding on private bus contracts so they could easily work for this partnership with a white labeled bus system contracted by Chase and Toyota. It just means DART couldn't make sweeping changes without Toyota's and Chase's approval.

Looks like DART will be a 50% partner. This area will also be the test case for DART partnering with ride sharing groups via:

Implements one “tap” scheduling and payment
for services like taxi, Uber, or Lyft through
DART’s Go Pass for first-last mile trips


And right now the plan will roll out to other areas of DART coverage in 2018.

I feel like they're not going to, which is a real shame. There's basically no connection between Legacy West and Shops and Legacy. With the widening of the Tollway underway, that gap is going to feel even larger.

I hadn't realized that hotel was so big! Between the two, Sam Moon has almost 1,000 rooms. Hopefully the evolution of the planned private shuttle between Toyota HQ and this open air shopping & dining center will be interesting.

The concept of a central transit station and routes between destinations may very well get a new millennial retooling should Plano and Frisco plan together and resurrect the importance of developer financing and planning in public transportation. In the good ole days, a developer would build a streetcar extension to his Next Big Thing bridging the distance with affordability and convenience. Today Collin County, even with workplace carpooling, the sheer volume of personal vehicles on limits the range of a lunch excursion therefore limiting the potential of each billion dollar master plan and corporate campus rebuild. Having a shuttle service that can get between Legacy West and The Star more quickly that most could drive it would be a profitable venture for the development owners.

For Plano and Frisco - really for all of North Texas -- municipal leaders in Plano and Frisco have to figure out how to get the developers to chip in some money & design elements for a public transportation scheme more beneficial that the whack-A-mole interface stifling DART.

The innovation and growth of Dallas satellite cities is more than impressive and it's past time they help the legacy agencies and entities in Dallas county evolve out of the 1900s.

I really don't think this are has a lot of options... at least not good options. Any benefits of Bus, Streetcar, or BRT are all going to be limited due to the fact that they're still stuck on the same streets as the bazillions of cars. The only thing worse than sitting in traffic in your vehicle, is sitting in traffic in a vehicle with dozens of other strangers.

Rail isn't much better since the station won't get u the last mile.

PRT could provide good coverage for the area, and would operate independent of traffic, but would be a bit of a gamble since no full blown systems operate (yet).

This article goes into a bit of detail about some of the path's the City of Plano is looking into when it comes to handling the influx (or current mass, really) of traffic.

I'm afraid it's too late, it should've been thought with in mind. They already built 5000 spaces & there's zero plans in place of bringing Transit there. If it happens it will take years, decades maybe..

I definitely like the idea of a bus system for the immediate area. The shuttle to the Parker Rd station, however, just doesn't seem worth the trouble, IMO.

People aren't going to leverage that. Having worked at the corner of Legacy/Headquarters since 2015, I can assure you the area will be terrible, as it's already unbearable during rush hour.

While not truly "Legacy West", I'm not sure how to dig up the old Shops and Legacy thread. This development is in the lot just south of Legacy Tower on the east side of the DNT. At one time, that tower was very noticeable. What a difference a couple years makes.
