I just came across this massive development:

Argyle residents worry about Furst Ranch’s impact on school district

...Furst Ranch is a 2,000-acre piece of land at the intersection of FM 1171 and Hwy 377. The longtime ranchland owner, Jack Furst, envisions an enormous mixed-use development on the land with an estimated 2,832 single-family homes, 520 townhomes, 760 condos, 4,000 apartments, 2 million square feet of business parks, 1.6 million square feet of office and nearly 1 million square feet of retail. While it’s mostly in the town of Flower Mound, it’s entirely in the Argyle ISD boundaries...

It's strange that a situation can emerge where a school district cannot afford to grow even though its tax base has technically expanded.

As irritating as the NIMBYs in Argyle can be, I do have a question that maybe someone can answer...

How exactly do the property taxes work when land is located in one city, but zoned to a school district for another city? In other words, where does the tax revenue go?

The NIMBYs in Argyle are claiming that Flower Mound will be getting all of the tax revenue for Furst Ranch and not Argyle's ISD.

If true, that complaint might have some merit...

The city is just collecting the taxes - I believe that taxes get directly disbursed to the district from the assessor and the 'Robin Hood' funds get disbursed to the government and put in the general fund. It's very common that ISDs cross city boundaries (that's what the independent in the ISD means), so there's nothing strange based on that. Forgot to add that ISD/city/county/hospital/etc taxes are listed separately on the tax bill, so you know how much is allocated to the various sources.

However, it's also not uncommon that growth in an area where there are not currently facilities can create issues - it's not like one neighborhood is really enough to fund an entire new school, and bussing and parental transport can become an issue if they have to drive a long way across town to school.

Thanks. The first paragraph answers my question, especially the part about the allocation. The way property taxes work in Texas is pretty convoluted compared to most states, so it gets confusing.

So the claim Argyle NIMBYs are making about Flower Mound getting all of the revenue is either full of bunk or they themselves are confused about how the taxes are allocated.

As far as the 2nd paragraph, even if one thinks those are valid concerns, more questions then get raised. What are current residents contributing to the school district now? Has a study been conducted on the impact this development will have? Have they even bothered to discuss rezoning with Flower Mound ISD? Have they gone to the developer(s) to see if they will contribute any money for infrastructure improvements? etc.

Furst Ranch Development received approval from the town of Flower Mound:

The revised concept plan calls for 6,000 apartments, with 1,000 of them being age-restricted for seniors. That number is down from Furst’s application last fall that included 10,448 apartments. In addition, the apartments will be phased-in based on Furst bringing in new commercial space.

“For the first 10 years, I can’t build any more than 2,750 apartments,” Furst said at a recent community meeting.

Along with multi-family housing, there will be 3,000 single-family homes.

“The project is consistent with the [town’s] Master Plan and Smart Growth”

Massive Flower Mound Ranch Project Approved After Years of Planning

Along with the project, work will take place to build an overpass for US 377 over FM 1171. The entire Flower Mound Ranch project could be as much as 40 years in the making.
