General rule of thumb for Dallas bond elections:
- 1/3 will be for things the city shouldn't be doing in the first place.
- 1/3 will be for things the city should do, but shouldn't be borrowing money to pay for.
- 1/3 will be for things the city should do, and it's appropriate to borrow money for -- but they'll fuck up the project.
