Because of how DMN described the district's other 42-storey one awhile back, I think we can interpret DMN's description as follows:
FAA application in February specifies a 580' office building
FAA approval form in your new post's link specifies a 580' office building with thirty-eight floors.
DMN says it has a 13,000 square foot rooftop and sky terrace;
27 floors of offices;
9 floors of parking;
Various ground floor restaurants and amenities.
Ignore for now the description of the two-story lobby and we are left with 1+9+27+1 = 38, where the second floor is split between lobby and parking garage.
