Maple-Routh Connection and Woodall Rodgers

The empty field at this intersection behind the Comerica bank is fenced off with a few pickup trucks in there. There was a blue billboard sign at the intersection with what looked to be the City of Dallas logo on it, but I was driving past it and couldn't tell what it said. I couldn't find anything online about it. Any idea on what is going on here? I always thought this lot was underutilized so it'd be interesting to see if something is coming in!
