Toll Brothers’ Oak Lawn High-Rise Gets Unanimous Approval From City Plan Commission

After a session going well past 5 p.m. last Thursday, the City Plan Commission finally heard the case for Toll Brothers’ desired residential high-rise at the corner of Welborn Street and Congress Avenue. In the end, there were fewer fireworks than most expected.

Dallas Cothrum from Masterplan set out Toll Brothers’ case. In a nutshell, it was “here’s the bad high-rise we could build within zoning” … “here’s what a shorter, equally dense building looks like” … “here’s the better high-rise resulting from work with the neighborhood and Oak Lawn Committee.” In numbers, they could have built over 400 units within zoning, now they’re wanting 271 units.


While not done-done yet (still has to pass city council), this process saddens me. Toll Brothers had the guts to put in the time and do the work. The result of Toll Brothers’ work will be a better development than would have happened had they just used straight city zoning. In contrast, developer Teixeria Duarte chickened-out.

So they are building a high rise? If so, how many floors?

How on Earth did that Starbucks pass? Sigh...

Architecturally, more of the same cheap, assembly-line infill garbage that is going up everywhere. But it does bring critical mass which will help the neighborhood become walkable. So, all in all a win for Dallas.

It's not clear to me how big this project is. From the article, it sounds like the developers are still working with the community to come to some agreement, but, in the end, it will look pretty generic.

Generic is fine by me, I'm just surprised at how slow growth has been in Oak Lawn. I guess, as a developer, it makes sense to build in areas where you won't get resistance from nearby residents, so growth in Oak Lawn may be slow and steady until places like Uptown, Design District, Victory Park, and the Cedars are starting to fill up.

To be honest where this project will go up is already very walkable. Narrow streets, safe neighborhood to walk due to limited car speeds, ok sidewalks, the scale of existing development is mostly pedestrian etc. Is there neighborhood service retail on the interior no but so far the retail on Oak Lawn seems to be satisfactory for now. You could argue the neighborhood is very similar to the State Thomas except in this case its a bit older.

Do I agree with this new development yes. Do I think there are better places in the nearby neighborhoods where it would fit better, yes. I, for example, am waiting to see demand gets high enough that a plot between Cedar Springs and Maple becomes worthy of tower construction.

Is this one under construction? I checked on gmaps and the apartments where this is slated to be are fenced off as of street view from Summer '18.

Don't tell the developer this, but this building already exists in Plano at Legacy, is being built off 75 in Dallas and also being built at the Epic in Deep Ellum.

I live in the neighborhood. It's been fenced off for a while now...no signs of construction yet.
