It's not people. It's units. When's the last time someone proposed a 500 unit development in the core? That's a lot of apartments. I doubt they'll bring back as many units. They'll probably add an office, some residential and retail.

My best guess is the article was posted in Dallas News Retail then updated to remove the above image and changed to another news category on the site.

It’s called “The Interweave.” Fitting name as it would weave together Uptown, Harwood, and Victory Park. I don’t want to speculate but it almost looks like indoor walkways. That would be a brilliant concept. Indoor pedestrian walkways/greenways with glass ceilings to make it feel outdoors, but it’s indoors with AC, and shops and restaurants lining it. Give it dramatic architecture and programmed lark space, and make it as popular as Klyde Warren. It would be valuable retail space and an oasis from the summer heat while exploring the area.
