Downtown: Carpenter Park

While other projects are taking place (mainly the long wait for the completion of the re-arranged surrounding streets), the metal sculpture "Portal Park Piece (Slice)" (yes, it actually has a name) is being re-styled with new ends containing filigree-styled designs and cut-outs. The combined sculpture will return to the park in a new east-west alignment instead of the north-south original placement.

Has there been any updates on the status of this project? This is now becoming a homeless camp area the past few weeks. I hope this doesn't become a tent city.

I read not too long ago that work was supposed to begin on this park once negotiations with DART about the East Transit Center and the subsequent realignment of Pearl took place. But the way the article was worded, the Cesar Chavez street work would have to be done before any of the Pearl activity starts up, and I've heard nothing yet about whether DART and the city have even come to any agreement about the Transit Center and the Pearl alignment. Hopefully the city won't drag its feet about any of the process, or they might have to add camp clearing and temporary fencing to the cost of the park.

Considering work is underway on Pacific Park, and the development going on in the East Quarter (and the new park slated to go in there), I could easily see this one getting bumped down the priority list.

Wasn't it well known up front that the city would only work on one park at a time, with Pacific Park being the first? I think the exception to this would be the West End park, which they said they could, potentially, work on that in parallel with another park, but there is, currently, no timeline for that park.

It's a plaza, not a park. I would not even call "Klyde Warren" "Park" a park. It's a plaza.

Hmm, what are you using as your measuring tool besides names because we know how plaza, centre and place have been abused over the decades to refer to shopping centers.

Pegasus Plaza is clearly a plaza since its mostly hardscape. Klyde Warren has large lawns and lots of flora so I would classify it as a park easily and Pacific and Main Street seem like the majority will still be grass/plant life so I would still classify them as parks. West End will most likely be more plaza then park with a majority of hardscape. Carpenter seems like it will be roughly 50% grassy areas and hardscape under the freeways.

At least we aren't calling them 'Garden' anymore... Seriously, 'Belo Garden' and 'Main Street Garden' are terrible names. lol

Not to sound too much like a copy cat, I always felt that incorporating 'Square' into a downtown core plaza like Belo or Main Street do a much better job at establishing a sense of 'place' than the word 'garden' does. As it stands now... I wouldn't be surprised if some tourists from out of town to half expect to be able to pick fresh tomatoes at one of these 'gardens'.

Looks like it. According to the article:
its a small triangular portion underneath the highway, its in the first picture, upper right.

Should phase two of the park’s expansion be approved by the city in the coming years, the park will expand into the median between North and South Central Expressway and house basketball courts and a skate park.

Thats another thing Ive been concerned about. Who this serves. Its at the outer most extremes of East Quarter. It will most directly benefit the Dallas high school residential portion. After that its surrounded by parking lots and the transfer center. Hopefully this will spur quick development of those.
After that is the Uber/Good E development, but there is so much stuff in the way. So its hard to say.
Last in my opinion is the East Quarter. East Quarter is closer to Main street garden than this.
Harwood Park which is under development should directly serve East Quarter.

Hopefully Dart will sell their transit center and incorporate it into the new D2 line.

Lastly. Im a little concerned that all these parks are so close together without enough residential nearby while farmers market doesnt have a park. Im guessing theyre hoping that the parks will attract the development.

All kinds of a $h!* show that meeting. Good points were raised but TXDOT forcing them all together is the worst idea. The Good thing is the soccer field project is delayed till the dead weight that is I-45 future is more certain.

It sounds like everything, which is a real shame. I hope that the fates of these two (Carpenter and the soccer fields) are not permanently conjoined, because I think the former will be great while the latter will be a boondoggle.

The whole thing is tied together even though not all the land is under the highway. TXDOT is the one that required the city to submit all projects involving land beneath the freeways to be submitted as one big proposal even though they are all different in different ways being built by different orgs. Even Carpenter Park needs some sort of review in entirety. TXDOT I think is just afraid of making a decision on anything beneath any freeway in any part of Texas. Its not a part of TXDOT's DNA to be concerned with urban fabric and connectivity unless it involves a brand new freeway intersection or off/on-ramp. TXDOT as an organization has a culture of a being about building freeways not working with varying parks/community groups on the use of their land. They don't even truly implement transportation diversity in the state even though logically they should be pushing trains, planes, cars, and bikes as part of a holistic approach. Instead they are the TX Highway Building department. So they tend to put off dealing with anything that isn't a concrete albatross. Then you throw in the reality that this section of highway is being studied to see whether it makes sense to keep it altogether and you get an organization in indescion lockdown.

Today the Dallas City Council unanimously approved the construction contract for Carpenter Park located on the eastern edge of Downtown.

The D Magazine article on this mentions that the Portal is the "second-most valuable piece of public art owned by the City of Dallas."
Any idea what the first one is?

The Portal is the piece I'm most curious about with this park. When I was younger and first encountered it the thing was in such bad shape that I thought it must have been some leftover piece of an incomplete or demolished building/structure rather than a piece of art. It was a little scary from what I remember. I am super curious to see this again in person and how it will be recontextualized being part of a beautiful new park.

Here is the D Magazine article about the latest construction vote. It appears that Carpenter Park is part of Gateway Park. If you look at the rendering in the body of the article you will see how The Portal artwork will be placed.

I was confused too, and still am. But all the verbiage about the vote suggests the park is moving forward?

And, from a DMN op-ed on Tuesday:
"When the Dallas City Council delayed a vote on that project until August, it also delayed Carpenter Park.
But on Wednesday, the council has an opportunity to continue progress on Carpenter Park. We urge council members to approve the construction contract and keep this project on track. ...
There’s no reason construction can’t start while an overall use plan for the area is completed."

So, construction can start, but the park's role in an "overall use plan for the area" is what the park is tangled up in with I-345? Confusing. Maybe the park could still get derailed in August, regardless of the construction contract?

Yes I am too confused and will ultimately just wait to see construction start. How it was explained to me by someone I talked to at city hall suggested the council signing off is just so once TXDOT does make its decision the project can start without waiting on council vote after TXDOT. All of which sounds good and bad at the same time.
