Traffic Signal Accessories

I have been all of Google and Dallas City Hall and can’t find any information on this. I am trying to identify these flat pieces installed on the L-bar traffic signals around town. I used to think they were some type of solar panel, but the one on the older light assembly is just a bent piece of metal. Can anyone tell me what these are and what their purpose is?

At this PDF link, they’re called wing plates. They’re supposed to prevent wind gusts from making the mast arm vibrate too much.
