Also he properly put the project under a non-profit with an obvious lead to Matthews Southwest being the contractor so he can benefit from the project building with tax money and donations fitting the bill and his real estate holdings in the area benefiting in value when it's complete.

Final design for the Water Commons has not been finished, and supporters of the project had no estimated date for project completion.
But renderings and details are more advanced than in years past.

They probably barely replaced the wiring for the lights. I bet they updated the fixtures to LED, turned on the power, and called it done. Rewiring all those pinstripes is a massive undertaking and cost. That's miles of wire in a market that has tripled the cost of renovating and building new.
