Republic Center II opened in 1964 so you're probably correct. I think there are a lot of pastel cars with white roofs; the lighting and quality make it hard to see the details.

Perhaps it's just the color scheme and sad first floor... but it looks like a top heavy turd to me. The base of this building has always been awkward with multiple entrances at different levels. The color of the granite is not the issue; it's the poor utilization of space at ground level. If memory serves, the tiles are still there they just covered them up with a beautiful shade of grey. You're right that the tiles were painted, but I believe it's a layer of gray plaster/stucco. The lights at the base were also removed. The outside observation deck at the top is still there as well...
