I would be interested to know more about this neighborhood. I can't imagine the residents of one of the poorest areas in Dallas are clinging to their lax building codes at the expense of running water. They live there because they don't want to city rules and taxes, but they want city-level services.

Officially the scooters are supposed to be geofenced to prevent operation on sidewalks.
