I do not recall what year S&W sold the Dallas system. It was 1917 when S&W sold the Dallas lines to GE. They then consolidated the companies that had been under the control of S&W's Dallas Electric Corporation; the Dallas Consolidated & Electric Street Railway Co. (itself the result...

Except that by far the main loss of power has been from natural gas plants, partially from more gas being used for home heating than usual, but also because wells are getting blocked by ice. Can't deny that some turbines have frozen, but wind is still producing about as expected for these conditions...

DART could tie the Texas Central HSR station to Union Station with its sole remaining RDC using the freight tracks, or just extend all the TRE trains there. An overpass has the advantage that the land underneath is by default usable (if gloomy), unlike a trench where the deck has to be added. I think a reduced overpass that is just the through lanes with no exits is viable, maybe stacked double-decker style to minimize footprint.

It does. It was made the terminus of D-Link when it switched to electric buses, and now is the terminus of route 749, which now uses the ex-D-Link buses. The requisite investment in a bus charging station is also probably part of why they want to find ways to continue using the electrics.
