Republic Center II opened in 1964 so you're probably correct. I think there are a lot of pastel cars with white roofs; the lighting and quality make it hard to see the details.

Perhaps it's just the color scheme and sad first floor... but it looks like a top heavy turd to me. The real question on everyone's mind is where would they build the valet ramp like what every other 80's office tower has done downtown. Wipe out the plaza on Ervay? The base of this building has always been awkward with multiple entrances at different levels. The color of the granite is not the issue; it's the poor utilization of space at ground level. Add more openings, activate the empty lobby spaces, create a retail corridor more akin to a hotel lobby, etc. ...

If memory serves, the tiles are still there they just covered them up with a beautiful shade of grey. You're right that the tiles were painted, but I believe it's a layer of gray plaster/stucco. The lights at the base were also removed. The outside observation deck at the top is still there as well...
