According to the rendering above it looks like there will LED lights surrounding the window bump outs that will light up the blue surface. I believe the tile is being used selectively in cutouts on the building not to cover the entire thing but I could be wrong.

Honestly, that's what I figured I just wish the building did more to highlight the retail space through careful modification of the architecture.
