Since groups of phone numbers aren't assigned in such big groups as were done in the past (1000 numbers at a time now -vs- 10,000 numbers at a time before), new area codes aren't needed as often.

When I was in a shelter, there were some who had a day DART pass (not always easy to get; some places like the case management office at CitySquare didn't always have them), a few who would give a sob story to a bus driver (including various excuses) to get on, some were trying to get just far enoug...
