People always confuse hotel management companies with hotel developers. Dream hotel is a hotel management company, they have a contract to manage the hotel that developer of the hotel is trying to build using outside investors.

We are talking about multiple plots, 2934 is where that Italian restaurant that burned down around a decade ago was at Nobel and Hall. The property at the corner of Oak Grove and Hall is owned by some entity named "Oak Grove Hotel Group" which is what the hotel speculation is about.
