The number of cars that pass through is almost completely irrelevant though. It's not '180,000 cars passing into downtown from I345' - most are just passing through, and there are other routes they could take. If there were a planned/funded 3rd bridge, IMO the logical spot would have been I-35E's crossing of the Trinity. But oh well. That drain tunnel's depth is 120ish feet so I'm not sure it would conflict. Some interesting examples of highway removal.
